1. What is MUI? The Multilingual User Interface Pack is a set of language specific resource files that can be added to the English version of Windows 2000, 2003 or XP. When installed on the English version of Windows, MUI allows the user interface language of the operating system to be changed according to the preferences of individual users.
Using Windows Update. If you're running an Ultimate or Enterprise edition of Windows, you can download available language packs by using Windows Updates. Language packs installed using Windows Update provide a fully translated version of Windows dialog boxes, menu items, and help content. All the languages available for this type of download have "Windows Update" listed in the right column of the table below.
On vulnerable versions of Outlook, Office Language Interface Packs, Office MultiLanguage Packs or Office Multilingual User Interface Packs, if a user is logged on with administrative user rights, an attacker who successfully exploited this vulnerability could take complete control of the client workstation. An attacker could then install programs; view, change, or delete data; or create new accounts with full user rights. Users whose accounts are configured to have fewer user rights on the system could be less impacted than users who operate with administrative user rights.
On vulnerable versions of Exchange, an attacker who successfully exploited this vulnerability could take complete control of an affected system. This vulnerability could be exploited automatically without user interaction. An attacker could then install programs; view, change, or delete data; or create new accounts with full user rights.
What are Office XP and Office 2003 Multilingual User Interface Packs (MUI)?Office 2003 Multilingual Packs and Office 2003 Editions with MUI Pack can help simplify worldwide Microsoft Office deployment for multinational organizations or for organizations that have multilingual employees. With the MUI Pack, organizations can deploy a single version of Office 2003 Editions and still meet the requirements of users who work in other languages. IT administrators simply provide the user interface (UI) and Help files for different languages based on each individual's needs.
Windows localized via a MUI pack achieves the same goal as a localized version, but there are key differences. While both display menus and dialogs in the targeted language, only a localized version uses translated file and folder names. [what does this mean? some special folders are localizable (Documents, Downloads, ...) but a user created file/folder is not localizable (by the OS). Windows Vista enhanced MUI technology to separate the English resources from the application logic binary files. The application logic files are now language-neutral a.k.a. language-independent. In other words, the application logic files are no longer English-centric. This separation allows for changing languages completely without changing the core binaries of Windows, and to have multiple languages installed using the same application logic binaries. Languages are applied as language packs containing the resources required to localize part of or the entire user interface in Windows Vista.

A language pack will convert the names of menus, field boxes and labels throughout the user interface for users in their native language. Windows has included multi-lingual support since Windows XP. Microsoft made it an exclusive feature in Windows Vista Ultimate, then dropped this requirement with Windows 8. Windows Vista further advances MUI technology with support for single, language-neutral, language-independent binary files supporting multiple language skins, with the language-specific resources contained in separate binaries. The MUI architecture separates the language resources for the user interface from the binary code of the operating system. This separation makes it possible to change languages completely without changing the core binaries of Windows Vista, or to have multiple languages installed on the same computer with the same core binaries being used.
